Job Vacancies at ASSERT

ASSERT East Timor (in partnership with VIDA Volunteers) is currently recruiting for a qualified Occupational Therapist and Physiotherapist.
ASSERT (The Associasaun Ema Ra’es Timor Lorasa’e) is a local non-profit, Non Governmental Organization (NGO) in East Timor, working for and with physically disabled people. ASSERT has established the Timor Loro Sa’e Centre for Physical Rehabilitation (TLSPR). The TLSPR provides centre based physiotherapy, prosthetic, and orthotic services and is involved in the establishment of community-based rehabilitation programs for East Timor. It is also involved in working collaboratively with other partners in disability services, including government, to develop rehabilitation services, raise disability awareness in the community, and address issues of integrating disabled people into the community including facilitating their inclusion into mainstream poverty reduction programs. Position One: Occupational Therapist:
The Occupational Therapy position to facilitate the development of a National Wheelchair Service at ASSERT (called Hadulas).
Wheelchair Program Information:
ASSERT is commencing a Wheelchair Service Provision and Peer Group Support Program in partnership with Motivation, a UK based INGO, The Ministry of Labor and Community Reinsertion RDTL, and St Francis Clinic Aileu. The aim is for this program to commence in July 2007, as a new program under ASSERT.
The broad summary of the Wheelchair Service Provision and Peer Group Support Program proposal is as follows:
1. Develop a partnership between ASSERT, the Ministry of Labour and Community Reinsertion, the Ministry of Health, the St Francis Workshop, the Motivation Charitable Trust, and local organisations involved in disability initiatives, to develop a national wheelchair service program (includes development of a sub group of Disability Working Group).
2. Establish a national wheelchair service under ASSERT / TLSPR . This includes establishing a clinic, workshop, and referral space, recruitment of staff, and development of administration and organisational systems.
3. Establish a supply of wheelchairs and tricycles (including both Worldmade wheelchairs imported, and made to order items from St Francis Workshop Aileu).
4. Initiate a comprehensive 3 year training programme for National staff to equip the wheelchair service with professionally trained clinical and technical personnel, and provide training to referral network staff.
5. Develop and implement referral processes, and service delivery and provision processes.
6. Establish a national wheelchair financing system in conjunction with MTRC
7. To establish national product wheelchair guidelines / standards
8. To develop peer training awareness and skills in a core group of East Timorese wheelchair users with the potential to lead peer group training and support in the future.
9. To incorporate monitoring, evaluation, development, and planning strategies for development and expansion of program in the future.
Position Objectives:
1. Establish the Proposed Wheelchair Service Provision and Peer Group Support Program- Timor Leste.
2. Commence establishment of Occupational Therapy Services at ASSERT.
Person Specifications:
Essential
1. Degree in Occupational Therapy
2. Registered as an Occupational Therapist in home state
3. At least 5 years clinical experience in relevant occupational therapy areas, such as wheelchair services, special seating, rehabilitation, neurology, paediatrics, amputees, orthopaedics or burns.
Desirable
1. Program Management experience.
2. Occupational therapy teaching experience
3. Experience working in developing countries as an occupational therapist
4. Post-graduate education in occupational therapy, research, education, or development
5. Fluency in Tetum or Bahasa Indonesia
Essential Personal Qualities
Commitment to team work, coaching and mentoring others
Awareness and sensitivity of cross-cultural settings
Patience, tolerance and flexibility
Ability to cope with cultural isolation and a different standard of living to that of Australia
A preparedness to work with limited resources within a challenging environment

Ability to identify non-standard clinical solutions to presenting problems

Position Two: Physiotherapist
The Physiotherapy position is an ongoing position, designed to support the development of physiotherapy services at ASSERT.
Position Description:
Objective 1:
To participate in the establishment, development, and provision of clinical services for people with disabilities in East Timor, both centre based and community based.
• To develop, initiate and provide physiotherapy clinical services for people with disabilities in East Timor, both centre based and community based, together with ASSERT staff
• To address issues of return to independent living, occupational retraining, or inclusive education for people with disabilities post rehabilitation, together with ASSERT staff
• To develop links with other service providers for people with disabilities to ensure collaboration and cohesive management in the allocation of available resources, together with ASSERT staff
• To work with partners and government in disability advocacy, together with ASSERT staff
Objective 2:
To provide “on the job” training as well as structured teaching sessions to local staff working as rehabilitation worker trainees.
• To provide “on the job” training as well as structured teaching sessions to trainees therapists
• To participate in implementation of Rehabilitation Training program, a collaborative training program for mid level and community based rehabilitation workers in East Timor
• To explore and facilitate training and education options to ensure appropriate staff development occurs for therapists

ASSERT in the press

ASSERT has had some great coverage in the press this month. Thanks to Louise Maher, our Physiotherapist, ASSERT had a full-page feature in InMotion - an Australian magazine about physiotherapy. You can read the article here: http://www.asserteasttimor.com/InMotionNews.pdf

Following our BBC television Lifeline appeal, broadcast on BBC1 and BBC2 in September last year, ASSERT founder Dr Peter Carey was invited to write a feature on East Timor for The Word - an Irish Christian magazine. ASSERT also received a full-page write-up and a cheque for £400 which has been donated to the project.
